North Carolina Woman Buys A Chained Dog For $23 Then Realizes She’s Worth The World
There are few things more heartbreaking than seeing a dog neglected, stripped of the love and comfort they deserve.
Sadly, that was the reality for Pepper, a sweet Pittie from North Carolina, who had spent most of her life tied up outside.
