For years, Claudia Capp had been fostering animals, giving them a chance at a better life. But nothing quite prepared her for Chapo, the saddest dog she had ever seen.
One day, she came across a Facebook post from the Huston Harris County Animal Shelter showing Chapo’s photo, and her heart wouldn’t let her scroll past.
